Administrative Apnea

When administrations keep postponing deadlines, callbacks, and responsibilities, administrative apnea emerges: the structure keeps its shape but no air reaches the people. Decisions are deferred, accountability is parked, and those affected experience the documented non-response as a weapon.

Mechanism: Apnea arises not from malice but from the absence of resonance obligations. The system is built so that non-response carries no consequence. Deadlines shift, responsibilities change, files travel – and in the end there is no failure, only an empty space.

Fields of occurrence: Job centres and social authorities (responses delayed for months), hospital administrations (appointment confirmations without follow-through), tax authorities (processing deadlines without obligation), insurance companies (claims handling as a structured attrition process).

Distinction: Administrative apnea differs from silence as control in that it need not be actively deployed – it also emerges structurally from overload and missing escalation mechanisms. Both forms produce the same experience for those affected.
